When testing new configuration a VFModule will sometimes get into a state where it is PendingCreate in SDNC but Deleted in A&AI. A User tries to use the VID GUI to remove the VFModule but an error is returned by SDNC becuase of an invalid state. SDNC VNF-API on the delete is checking if the state is "Active" and rejects the request.

This check is not needed for ONAP flows and SDNC should set the status to Delete and return success even if the state is not Active.
