As a user of the Network Discovery API, I expect the API to support HTTPS.  This shall either be a configurable option or the only option. Note when HTTPS is enabled, HTTP must be disabled

 This story tracks the asynchronous response from network discovery, which contains the discovered data.  The solution may be to secure the asynchronous response via https, or to make the entire command synchronous, as we no longer need the salability the original design provided, given how it is currently used.

This requires server side certificates only.

Implementation Hint

Design opted to make this command fully asynchronous.  In addition to the usual acceptance criteria, they agreed to

• Update all wiki and Swagger definings
• Regress the solution

• Code checked in, use documented on Wiki
