      UEB-Listener doesn't re-authenticate on HTTP 401 from PUBLISH status.

      Distribution doesnt occur to SDNC if it is out of synch with credentials from SDC. If SDC and SDNC are in synch and then SDC gets re-deployed - SDNC UEB-Listener doesnt automatically re-synch with SDC upon failed authentication to DMaaP on publish.
