Integrate Opendaylight/transportpce functionality as microservice for ONAP SDNC/SDN-R by using RESTCONF/yang interface. (Not using netconf/yang)

Status: In ONAP ElAlto the ODL base transportpce container is not included.

Steps to implement:

• Add transportPCE container as additional component to the ONAP SDN-R solution
• Activity is modification of OOM setup and integration test

Steps to test:

• Setup
  • Container SDNC/SDNR
  • Container with modified transportPCE 
  • 5 OpenROADM simulators
• Test cases
  • Connect simulators
  • Create openROADM service on transportPCE to test path computation
