SDNC portal must be disabled (as was done in Dublin) due to unresolved vulnerabilities.

Final fix is being worked now, but will not be ready for El Alto release. We propose fixing in Frankfurt, and also cherry picking that fix to elalto branch so that it is available as a patch / maintenance release.
