Prepare user_directives for multicloud API

An addition to the multicloud infra_workload API has been proposed - called 'user_directives'.

The format of the user_directives parameter will need to be determined and the source of the values that fill it needs to be identified.

It will be provided to the vnf adapter and passed to the call to multicloud (which will need to process it).
