Refine multicloud use of SO cloudsites and identify DB

    Description

      The multicloud adapter support added in Casablanca has a usage of the SO cloudsites table wihch requires an entry for each cloud region in both the cloud sites and identity tables.  This can be improved.  There should only need to be one multicloud identity row and use of cloud sites table should be looked at as well.
