Implement new database table to persist workflow specification data

      SO shall create a new table in the catalogdb database to persist the data associated with workflows created using Workflow Designer.  The new table shall be named "workflow" and have the following columns:

      1. ID
      2. ARTIFACT_UUID
      3. ARTIFACT_NAME
      4. NAME
      5. OPERATION_NAME
      6. VERSION
      7. DESCRIPTION
      8. BODY
      9. RESOURCE_TARGET
      10. SOURCE
      11. TIMEOUT_MINUTES
      12. ARTIFACT_CHECKSUM
      13. CREATION_TIMESTAMP
