Servicecs which include artifcat type CLOUD_TECHNOLOGY_SPECIFIC_ARTIFACT result in SO deployment errors which cancel the  resource deployment.

Error message:

"DEPLOY_ERROR Reason: Artifact (UUID:4aae76a3-6f0c-4cc8-ac9e-a4669d42e0be) referenced in the VFModule UUID list has not been downloaded, cancelling the Resource deployment"

SO sdc controller needs to handle (by basically ignoring) these artifact types.
