Determine heat template needed to avoid preload for k8s workload

For the K8S workload support added in Dublin, a dummy heat template is used.  It should not be necessary to do sndc preload as the required paramters are passed in via userParaams.

In practice, it was found the sdnc preload was required.  Investigate why and determine if a slightly enhanced dummy heat template (or some other solution) is required to avoid needing the preload step.
