Speed up distribution of service in ETSI Csit Tests

      The distribution of the template service in the ETSI Csit tests takes ~5 minutes to complete as it waits for a notification from AAI, SDNC among other components. This can be sped up by preloading the database with a success notification, once the simulators have the information added.
