Create dispatcher class for PNF Software upgrade.

In dispatcher service task, 

Request parameters are parsed for further BBs. 

 
A service task will be created to parse the incoming VID request
and use that data to populate the execution object with the
necessary information to be used during software upgrade.

This class can be used for all PNF use cases to prepare the delegate execution object.
