Supports the Get VLs operation and workflows which do the following sequence:

• Note: Get VLs operations are called as part of the Instantiate and Delete NS.
• Supports SOL005-compliant Get VLs operation
  • Queries VL info for the given vl_inst_id
  • Queries NFVO_VLINST DB for the vl_inst_id
  • Returns a record for the vl_inst_id

Note: it is a stretch goal for Guilin. If not, it will be moved to Honolulu.
