When skipPostInstantiation flag is set to False along with controlleractor set to CDS, during the service macro creation process SO does not perform config-assign and config-deploy operations on CDS controller. It seems that ControllerExecutionBB are in the workflow and bpmn log indicates that this BBs are being processed but neither of config actions is executed in CDS.
Most probably the problem is introduced in the following change https://gerrit.onap.org/r/c/so/+/116764 that modifies the way of skipPostInstantiationFlag reading or in the following change in the flow manipulators https://gerrit.onap.org/r/c/so/+/118795
Attached bpmn log with service-macro-create flow with skipPostInstantiation set to False when there is no request to CDS performed but it should be.
BPMN log should have something similar in case of CDS process execuded
