Currently SO homing passes <cloud-region-name>_flavors to sub BPMN flows to pass along flavor label information.

However the subflows only have RegionOne_flavors passed as an external variable. The subflows only have access to variables that are passed to it, making it impossible to use HPA with a cloud not called RegionOne.
