POC - Enable SO use of Multicloud Generic VNF Instantiation API

As a user of SO I'd like to instantiate VNF using a cloud agnostic, generic API.

Stretch goal for Casablanca, hopefully enabling full adoption/use in Dublin.

To accomplish this we likely need to create another SB Multicloud Adapter for cloud agnostic, generic API. This will also require creation of cloud agnostic workflows, or the modification of existing workflows to make them cloud agnostic, yet backward compatible.  A key goal here would be a full TOSCA workflow without HEAT Templates.
