Create a reference table in catalogdb named controller_selection_reference for determining what controller to utilize.  This table will be queried during the bpmn flows to determine what controller to utilize

it should contain three columns

vnf_type varchar 50

controller_name varchar 1000

action_category (enum instantiation/lcm) varchar 15

It should have a composite key across all three fields, the pojo should hash against all three fields as well.
