Currently, at reboot of VMs, a good part of the initialization is done including downloading of images (if changed) and configuring the containers. This makes it hard to debug issues during startup as a number of scripts in the VM need to be changed to get a temporary change for example in the startup script of a container. A better approach would be to install the VM when the VM is created and/or on demand and otherwise during reboot, run the scripts as available at the time of boot.

Benefits: reduced boot time, no "sudden changes" as docker images have changed after last reboot, better options to intercept/debug startup behavior
