as a VID user,

I want to allow VID to work without a scheduler in the environment,

so that I will be able to trigger change management workflows immediately regardless of the scheduler presence in the environment.

DOD:

1. In the VNF Changes screen, if there is no scheduler do not display the 'Pending' table. Validate no errors displayed.
2. In the New VNF Change popup, if no scheduler is present then change the 'Schedule' button text to 'Confirm', and above the button display the text: "Please note: clicking Confirm will start the process immediately."
3. On confirmation (Yes), the workflow will be trigger immediately by VID.
4. On no confirmation (No), the user will be returned to the previous window.
