grouping of lcp-regions ignores cloudOwner

      As reported by biny993:

      At step 4, while I am expecting to select 1 cloud region out of 2 mentioned above, I can only find out the 2^nd^ one: ReigonOne(CloudOwner2), and the tenant are populated with 2 options: VIM and VIM
