During scale out, VID should create VF module name incrementally: <VNF-name>_counter, where "counter" is the number of existing VF modules of a give type plus one. On the contrary, VID generates always the same VF module name, for example vLB-Vnf-1001-1_1 (vLB-Vnf-1001-1 is the VNF name)
