Background:
VID`s configuration is driven by Feature Flags, which turn on/off certain features.
The feature flag files are stored in different files within VID image, which makes them difficult for changing, esp. in K8S environment.

Goal:
Update, agree on contents, and expose ONAP.featureFlag file as a K8S configMap, so contents can be changed at deployment time.
