VES Spec:

VES spec contains a requirement to keep the eventId parameter unique across an event lifecycle.
This might not be possible for some xNFs, which cannot persist their eventId tables.

As a result, the requirement needs to be relaxed to allow for restart of event numbering in cases, where the information about the eventIds sent previously cannot be retrieved.
