A Heat archive should be flat with no nested directories and all files in the root of the archive.

VVP does detect this isssue, but triggers 3 different errors instead of one.

• test_base_template_names
• test_files_in_flat_dir
• test_neutron_port_internal_fixed_ips_subnet_in_base

VVP will update to only faile test_files_in_flat_dir when this condition occurs, and it will move this to one of the "base" tests.

The other two tests will be skipped if the flat directory condition is violated
