R-10834 governs the use of get_params in Heat templates. These restrictions are directly related to what SDC supports during parsing the Heat to produce the TOSCA model. The requirement and text are currently overly restrictive in that SDC does not parse the outputs section of a Heat template, and therefore this restriction does not need to apply to the outputs section.
