from frankfurt branch, not from master

Note on frankfurt branch, current maven pom version: 2.1.20-SNAPSHOT.  2.1.20 and 21 had been released from master branch, and the pom versions don't track automatically with actual releases anyway.

Steps:

1. Modify version.properties to set patch=21, and commit the change for approval
2.  After merge, hit gerrit reply and send: stage-release
   1. smoke test the docker images
3. After release is staged, commit files to request push to repositories
   1. obtain the stage job's log path
   2. create releases/2.1.21-docker.yaml (use existing file as template) and add in the stage job's log path
   3. create releases/2.1.21-maven.yaml (use existing file as template) and add in the stage job's log path
   4. commit change for approval
