Fix the license issue - javax.jms: 1.1

      The following open source is licensed under SUN: javax.jms: 1.1

      It is used in several AAI components.

      If we can not fix it as part of Casablanca then we will need to ask for a waiver to ONAP TSC. Nevertheless we should plan to find another alternative for Dublin since this is a very old open source.

      It could be replaced (to be tested) by Apache geronimo spec jms
