400/404 Errors in AAI while running instantiate

      On today's SB04 (release environment).  AAI health check passes.

      ete instantiate failed due to 400/404 errors in AAI.

      Note that VID in this environment is undergoing testing, so you may not be able to reproduce the issue by running the ete test suite again (it'll be blocked by a VID failure).
