      As an AAI developer, I need to develop functionality for the history subsystem to handle storing the network sequence time as a meta property on a value/entity/relationship update (if the network sequence timestamp was passed in)

      AC1: When a change (add/update/delete) is made to a value/entity/relationship and the client passed in the network sequence timestamp (designating when the event happened within the network), the network sequence timestamp is stored as a meta property within the historical record that is generated in the database.

      AC2: The CRUD interactions for this functionality are communicated through Champ to the database
