Remove direct dependency on openecomp-tosca-datatype from SDC

Currently, APPC has the following direct dependency on SDC in addition to the SDC distribution client.

SDC PTL has requested that we migrate this to an SDK that is exposed externally and is version controlled and managed (i.e., has release notes, will provide notifications of changes, etc..) 

This story is to track changes to move toward SDC TOSCA parser for TOSCA/CSAR parsing.
