Expiremental : CDS controller cluster co-ordination support.

      CDS framework should support cluster co-ordination.

      This is experimental feature in Frankfurt release. This experimental feature only support for Docker Compose deployment.

      1. CDS container instance can be grouped to form a cluster.
      2. CDS Cluster containers can communicate  each other.
      3. CDS Cluster can share data using distributed map store.
      4. CDS cluster containers can lock, unlock and listen for lock changes.
