Recently the pgaas_db type file for 1.1.0  (https://nexus.onap.org/service/local/repositories/raw/content/org.onap.ccsdk.platform.plugins/type_files/pgaas/1.1.0/pgaas_types.yaml) was overwritten and the version of the pgaas_db plugin has been changed from 1.1.0 to 1.2.0.   This is breaking deployments of components that use pgaas.

The type file at type_files/pgaas/1.1.0/pgaas_types.yaml should refer to the 1.1.0 version of the plugin.

A new type file should be created at type_files/pgaas/1.2.0/pgaas_types.yaml should be created to refer to the 1.2.0 version of the plugin.
