User will be able to create a Relationship between two Functions (Requirement and Capability name) by:

1. Hovering on the Function that has a requirement/capability indicator
2. Two arrow icons shall appear on both sides of this Function
3. User shall drag any arrow
4. User drop the arrow to the Function that has a capability/requirement indicator he needs
5. Once the connection is made, a relationship types menu will appear to select a type that define this relationship (mentioned in https://jira.onap.org/browse/CCSDK-2291)
