Install karaf host key in ODL container

      ODL Nitrogen has a bug where, if the karaf host.key is not installed (which it is not in the ODL Nitrogen distribution) and a user uses the client without -u option, a bad host.key is created, preventing use of the client after restart.

      To fix this, a change is needed in org.apache.karaf.shell.cfg to use PEM keys instead of Karaf's private format, and then openssl can be used to generate a host key.
