Javadoc jobs for most CCSDK repos started failing around the time we switched to using the penjdk 11 java compiler. The maven build itself returns SUCCESS, but the post build script reports it cannot find the generated javadocs in $WORKSPACE/./target/site/apidocs. Local builds create the javadocs just fine.
