CCSDK healthcheck CSIT uses command

docker exec ccsdk_odlsli_container /opt/opendaylight/current/bin/client system:start-level

to check docker container readiness and expects "Level 100" as response. However, no such response ever comes; it goes immediately from "Failed to get the session" (before the container is ready) to "Closed" (once it is ready), and the test case wastes 25 minutes (which is probably far too big timeout) waiting for a different response.
