If a uri is already encoded (such as links from AAI) BlueprintWebClientService would encode it again breaking the URI

UriEncoding was added to handle a use case where Resource Resolution should resolve a URI which contains illegal characters such as white space CCSDK-2024. However, this issue should be handled by the CBA not the http client.
