This is to add new capability to Resource Allocator to assign and unassign vlan tags (Range Resources) based on policies received from Policy Manager. Currently RA uses the Range Rule database table to do the assign and unassign of Range Resources but with this new capability RA will be able assign and unassign Policy driven Range resources along with data driven Rule based Range resources.

Enhancements are made to -

a. The ResourceRequest class to have below two new parameters.

1. resourceType : Specifies if its a Range, Limit or Label Resource
2. rangeOverrideList: A list of ranges to be used for assignment

b. The DbAllocationRule class to have a new buildAllocationRequest() method to create AllocationRequest based on ResourceRequest instead of RangeRules.
