RA has a capability to lock resources, using cooperative locks in DB (table RESOURCE_LOCK). This capability is used internally to synchronize the resource allocation requests.

There is a need sometimes to lock something (like service instance or VNF) in order to synchronize access to it, without actually allocating any resources.

This issue is to expose the locking APIs as OSGI service, so they can be used in DGs.
