Update CCSDK and SDNC Jenkins jobs to run merge jobs daily instead of staging jobs, which will only run on demand (i.e. when 'stage-release' is posted).

This will ensure that (a) space is not wasted by creation of unused staging versions and (b) the most recent snapshots do not age out if a repo is dormant for more than the snapshot expiration date.
