Python2 -> Python3 (Bugs and Updates)

      This master ticket will capture a bunch of bugs/tasks related to the migration from Python2 to Python3.  All the ONAP repositories were cloned (4GB data) and scanned using the command below:

      find . -name '*.py' -exec python3 -m py_compile {} \;

      This returned 53 issues across 22 repositories/sub-projects (see attachment). A bug will be raised for each sub-project.
