As a CLAMP developer, I want to be able to create configuration policy(for a micro-service, using the new API the policy engine will expose, So that the policy creation is based on policy-mode.

prior to creating the configuration policy, an api call must be done in order to ensure the policy-model, being used, is actually already existing into policy engine DB. if the policy model is not present, in policy engine DB, an error message stipulating that none presence should be presented to the user and the configuration policy creation must be aborted.
