Create NPM package for Clamp UI

      Add the required files in react-ui folder so that the Clamp build can create a NPM package and upload it to nexus3.onap.org when we ask for a nexus release.

      The pom.xml must be modified accordingly so that maven is able to generate that package and upload it.
