Ability to create control loops based on a template from the CLAMP UI

      As a user, I would like to be able to create control loops based on a template (non CSAR) from the UI. The user should be able to create a control loop from any uploaded blueprint template (see CLAMP-543) and also support configuration and submission of the control loop. One or more control loops can be created from a given template.
