In Policy Tosca model dialog box, when selecting a policy in the next pages, the dialog box always returns to the first page which is quite confusing for the user.

It seems the setState will always rerender the page, which cause the table changing to the initial stage page 1.
But currently we use the state variables to store lots of info, we can not just stop using it.

There's lots of discuss on the following page, but still don't have a good solution yet.
