For Guilin, there is a new tca gen microservice yaml that is slightly different than the Frankfurt one. THe python tests must be updated.

The test using the previous yaml has shown that clamp still tries to create the policy even if this one does not exist in policy (The tosca content is null). It is therefore impossible to create a loop with that template because the loop_id being NULL, it crashes when saving the loop to the db.
