Handle Cm Handle Exclusion for "LOCKED" states from queries/operations

      Currently we were considering transitioning from an ADVISED state to LOCKED when initiating a model sync.

      Based on the CPS team meeting for 29/04/22(https://wiki.onap.org/pages/viewpage.action?pageId=128718886), this might not be a feasible scenario.

      Possible approaches to take:

      1. Consider using an internal state, only available for the developer.
      2. Use the Lock reason as a method to exclude these cm handles.
