      The loading of changelogs using Liquibase can take a long time. This resulted in CPS-438. Liquibase start up should be reviewed to see if it is possible to have improved DB initialization. Refer to table in https://wiki.onap.org/pages/viewpage.action?pageId=128721797

      This study should also consider how to prevent NCMP data being loaded when only CPS(Core) is being deployed
