Changes to add NCMP tag to configurable properties for NCMP specific properties has been reverted. As part of KOHN release process (https://wiki.onap.org/display/DW/CPS+Release+Process)

1. Add this reverted change back in (https://gerrit.onap.org/r/c/cps/+/129274)
   Add changes to OOM application helm
2. Check OOM updates related to logging : https://jira.onap.org/browse/OOM-2970
3. Add new properties that we want to expose (maybe very few) e.g. 
   1. compare application.yaml file from Jakarta with current and decide which need to be included
      (also rember to udpate https://docs.onap.org/projects/onap-cps/en/latest/deployment.html RTD source if needed)
