Create perf-stub for DMI-pLugin

Create a Stubbed version of the Model Adapter (DMI PLugin)

Options:

1. Create a separated java spring project and implement the generated interface
2. Use wiremock and configure it with json files

Necessary features:

• can be configured for different responses
• can return with an error
• no dependencies (database or other services)
